On a new layer create an oval shape.

Bildschirmfoto 2016-03-21 um 17.58.40.png
Fill the border with light blue color. Add noise 16. Move the shape to the desired place.
Make a duplicate of this layer and add gaussian blur 9. You'll get a halo.

Add a layer mask to both layers and paint of with black color parts of the leg that should not be visible.
This is what you get.

Chris, I must apologize. I started this tut before you posted and had been working (slowly) on it. It's just a slightly different approach.

The first thing I did was use guidelines and the Ellipse Tool (fill set to off, stroke set to white/black) to create the ring on a white BG.

NOTE: Set your Ellipse Tool to white and work on a black BG.

Here's the first ring.
Screen Shot 2016-03-21 at 3.20.12 PM.png

On a new layer I added the next ring.
Screen Shot 2016-03-21 at 3.20.41 PM.png

I decided to do this in a simple manner.
I added a layer mask, and using the Brush Tool, I masked the part of the second ring I did not want showing.
Screen Shot 2016-03-21 at 3.20.23 PM.png

On a new layer, I created the third ring.
Screen Shot 2016-03-21 at 3.20.58 PM.png

Another mask on that layer.....
Screen Shot 2016-03-21 at 3.21.13 PM.png

On a new layer, I used the line tool to create the ends.
Screen Shot 2016-03-21 at 3.21.25 PM.png

I then grouped all of the ring layers.
I want to preserve the ring layers just in case I need to edit them. You could copy and merge them or you could create a stamp visible layer of the rings.

On the merged/stamped visible layer, I made selection of the inner and outer ring surfaces.
I place a layer of diagonal lines below the merged/stamped visible layer.
Screen Shot 2016-03-21 at 3.22.14 PM.png

I then used a layer mask to mask everything outside the ring surfaces.
I also added another new layer below the merged/stamped visible layer and used the Brush Tool to add some shading.
Screen Shot 2016-03-21 at 3.22.32 PM.png

Yours should be white. I had to convert mine.
Screen Shot 2016-03-21 at 3.23.19 PM.png

Next, I added the ring to an image.
Screen Shot 2016-03-21 at 3.42.47 PM.png

Like chris, I used a layer mask to mask out the singers arm.
Screen Shot 2016-03-21 at 3.24.08 PM.png

I then used Color Overlay and Outer Glow from a layer style to add the glowing effects.

Hi Sam
I like your approach better, it is much more accurate than mine, but it might be more difficult to do for the OP.

I completely apologize, the instruction in red should have read........FILL OFF AND STROKE SET TO WHITE.

Since you have used shapes, you can easily go back adjust the width of the lines.

may i know how did you add the diagonal lines in ?
I used the Line Tool.

You should go back and redo this step. I can see that you have not understood me.
Screen Shot 2016-03-23 at 9.47.35 PM.png

Once you have the diagonal lines placed on a layer below the ring, you have to make a SELECTION of the inside of the ring and then apply a layer mask. This confines the diagonal lines to the INSIDE of the ring.

What you have done is tried to use blending modes.

Here is the layers that I used to create the ring.
Screen Shot 2016-03-23 at 10.01.02 PM.png

When you are done with all of these layers, select them all, duplicate them (Cmd/Cntrl + J), then merge them.
Turn off the original layers and group them. This way they are saved.

The glowing effect is made using a layer style.

Double click the merged ring layer once you have it in place.
Add a color overlay in the color you would like.
Screen Shot 2016-03-24 at 8.32.02 AM.png

Then add an outer glow.

This is a problem with your ring layer. You still have not added the diagonal line layer correctly or you have not merged the layers.

Go back and review my post #13 and #14.

Hi sam,

do i have to uncheck the black background before merge ?

i try to hide the background layer and its seems to work.
