How To Create This Border?

This is done using the Pen Tool.

Choose your Pen Tool.
Set the tool mode to shape.
Set your fill color.
Turn your stroke off.

Open a document to the desired size.
Use the Pen Tool to create your shape at the top.
(I'm only showing the path here to demonstrate, with the Pen Tool set to shape, it will fill in with the selected color.)

It will fill in to look like this.

Next, add a layer style.
Choose Bevel and Emboss.
Adjust to your liking.

On a new layer, do the same for the bottom.

Copy the Layer Style.
(hold the alt/option key and drag the layer style icon to the desired level)

If you wish to make a beaded edge like this......

With the Pen Tool......
Turn off the fill.
Turn on the stroke.
Set the Stroke width to 10.

On a new layer, name it Bead 1.
Create a single path that matches the border of your original shape.
(Here I have lowered the opacity of the first shape so you can see the second path, and I'm just showing the path)

It will look like this in real time!

Create a layer style for the Bead 1 layer.
Use bevel & Emboss, adjust to your liking.

On a new layer named Bead 2.........repeat the process from above.

If you want a border like the first image, just don't use layer styles and make various shapes with the Pen Tool set to shape or stroke.

Here are some different colored strokes.
