its different font, and yellow/golden lines are equal everywhere.

1. Create new file with black background
2. Create new layer with text you want filled with white
3. Convert you text layer to smart object
4. Duplicate it in the layers panel (Ctrl+J) or (Cmd+J)
5. Select top Smart Object layer and apply black stroke in blending options panel
6. Select Smart Object layer below that one and move it from its basic position:
press (V) while you have layer selected and (Shift+Down arrow / Right arrow )
7. Set fill to 0% and apply pattern from attachment (you will have to adjust scale)

If you will need detailed walkthrough just tell, I will try do do it step by step more detailed.

Quick question revnart, why do you need to convert the text layer to a smart object?
