Sir Thanks Ive checked the video earlier but I want the outer effect of that ring shown in my attached message.

This is an advanced technique. I don't know what your level of Ps experience is, so I'm going to assume your very experienced and roughly explain.

This is not an exact match for your example, but it's how I would go about creating the effect.

I started with this.
This is a single brush stroke expanded with free transform.


I duplicated the streak an re-positioned it until I had this.


I repeated the above process and made some smaller ones.


I then copied and merged all these layers and trimmed the little tails off.

I then copied the above layer and rotated it with free transform, then I used step and repeat to create the first ring.
(I did use vertical and horizontally oriented center guidelines that are not shown)


Repeat the above process by resizing the streaks and using step and repeat.
I also change the opacity of subsequent rings.


Then I repeated the above process for a third time.
