How can I add gifs to still images?

I'm a bit stuck. I created a border-like layer with the rectangle tool and saved it as a PNG. I opened a gif, went down to the timeline, and selected all frames, and copied them all. Now I'm trying to paste the gif layers on a png but I don't see the paste options. Help appreciated.

Open the gif file. As long as the border has a transparent center, just add the border to the top layer in the layers panel.

Upload the images if possible.

You can only paste copied frames back into the timeline.

What you want to do is copy the layers instead and paste those.

After I added the border to the top layer in the layers panel.

The border is added to all the frames in the timeline.

Changed the border to red so you could see it.

Thanks all :). I have one more concern, though. When I add layer styles to text (which I have first), it only shows up in the first gif layer (I want it in all).

Click on the first frame in the timeline to select.................go to the last frame, hold the shift key, click on last frame. This selects all the frames.
Select/highlight the border layer in the layers panel.

Now click on the "Unify layer style" icon...............
