Changing a photo to look like a different one

Hello guys

My name is Kyriacos and I am from Cyprus. I'm very new at photoshop and I want to make something but I don't know how.
I want to change the first picture to look the same as the second one. Can someone help me?

It may also have been the gloeing edges filter + 0 saturation + some bloom/ lens effect :p

Of course and I envy your ability to create this way.

Maybe just to put an accent on a specific part.

On the other hand it cost way too much to be used occasionally!

I'm very lucky in that my work supplies me with Photoshop CC in order to facilitate the sketch work.

Saves a lot of time when accessories are involved.
