Hello and welcome to PSG.
These lights are particular to a specific set of conditions. This is smoke rising from the fire off to the side of the car that is passing in front of the cars headlight. It's then been given a slight amber tint.
What image are you trying to add these lights to?
A smoke brush should do the trick.
