My Rectangular Marquee Tool is leaving selections all over the place

My Rectangular Marquee Tool is leaving selections everywhere and the selections are weird with squares in the corners at times.

It also seems to have a history so when I Ctrl+Alt+Z it goes back to the previous selection.

I have new selection enabled but I still get this problem and it is infuriating.
Can someone please help me out.

Select the Rectangular Marquis Tool
Go to the tools icon (preset picker) located in the upper left hand corner.
Right click and choose reset tool.

If this does not work, try resetting Ps preferences.

This is how to reset your preferences in Photoshop: Press-and-hold Command-Option-Shift on a Mac or Ctrl-Alt-Shift on a PC, while you start Photoshop. As you start the program you will get a pop-up dialog asking you if you would like to delete the settings file. Choose yes.
