Looking for directions on how to sharpen and reduce the noise in this image, would like to print a 11x14, thanks. Map-71-24-S1-0006.jpg

I had to create a tradeoff between reducing the noise and sharpening. So first duplicated the background layer and added a low gaussian blur overall.
Then masked out the blur layer and using a white brush, brought back some of the elements and sharpness from the original shot.
Used some dodge and burn especially on the left and right sides
Had to add some image to the top and bottom to give you an 11 X 14 trim.
Upped the resolution to 300since you said you were going to print it.
Someone else may jump in with a different process and interpretation.
