[NEED HELP] How to make this poster effect

hi everyone. im gonna need some help here, its been 2 weeks ive been searching around (website, youtube/tutorial) to make this kind of effect on photoshop. my client want me to make a poster of his face by saying few quotation by using exactly this effect.
ive try surface blur -filter->cutout and a few tricks but the result is not the same as the client need :banghead:.

please can someone guide me on this.

Your question is much too general for me to answer.

For each of the images that you posted, I can immediately list 5 to 10 different effects that have been used. Why don't you tell us which effects are giving you the biggest problem, and what your level of knowledge of PS is.

Posting a single starting image + some of your attempts would also be very, very helpful.

hi tom, im still a beginner user with PS, i thought those effect & steps are the same.
im trying to get this bottom pic effect.

im using cutout - colour edge - then blending colours. im not good in blend, but still ive got the effort.

these are second attempt using Topaz Clean in Cartoon mode ~ thanks to ALB68 (but still can see the different tho)

Hello and welcome to PSG.

Try this technique..............

Open the original.

Make any changes to the original you desire such as changing the background.
When your image is complete, create a stamp visible layer.

Let's pretend this is my competed image in a stamp visible layer.

Duplicate the new layer. Work on the top or uppermost duplicate.
Go to filters > Cutout.........adjust the sliders to your liking. Hit OK when done.

Now set the layers blending mode to something you like.

This is 'Lighter Color'

It's a matter of seeing which blending mode you like.
