Creating and running an action

I want to create an action and run it as part of batch processing. I have a number of photos that I want to put in a png or psd border. How do I use these borders to create an run the action. The psd and png files are larger than the photos. The photos must be 6x4 and 5x7 and fit into the png border.I someone can help me with instructions I will be extremely grateful.

you can start the action with File > automate > fit image
where you can give the dimensions in pixels of the border-file

You use the photo
1) open a photo
2) record the action

the action should go like this

- file automate - fit image to ... x ... pixels
- open a border png file that must be in a folder at the same location every time
- select all the png - copy - close the border png-file
- now only the photo is open - paste the border ( ctrl=v)

close the action
