Drawing Lines and different shapes in Photoshop

How to draw these shapes without rasterizing the layer?

1. The first circle shape is drawn, i want to convert the shape as right hand side without rasterizing it, is it possible.
2. How to achieve the result of the bottom shape (the edges are tapering)

1st question, use a layer mask on the shape layer to erase the parts you don't want.
2nd question, use the pen tool. Draw 1/2, then duplicate, flip horizontal and combine to make symmetrical.

I am on a PC using a mouse and keyboard and my pen pressure option has an exclamation point next to it. How do I fix this? Sorry if this is obvious, but everything I searched for ends up related to Wacom or something related to a tablet with a pen
