Editing Scanned Photos (streaks and fog)

I have been trying to scan and restore some old photos for a friend, there is some damage, but I have been able to restore them for the most part. There's just a few specific ones that I cannot figure out, so I was wondering if anyone can give me some Photoshop fixes that I haven't already tried...


For the first image, I was specifically wondering about the vertical cloudy streaks in the center of the image; and for the second, the red color streak.

The first would be just a matter of using the Clone Stamp Tool.

There was a old thread covering the subject of the second image...........I'll see if I can find it.

edit: OK, I know I'm not going crazy. There was a thread on this photo.....

I did some work on the first picture.

I have no idea what caused these white 'clouds'.
If you work with CC use the raw filter 'dehaze' for start.
To get rid of these white clouds I made a new layer, picked a dark color nearby (not in the white spot) and painted over the spot on the new layer. Then I used a 'soft light' blend and played with the opacity.
It was different for each spot so it was quite a bit of work.

This is one possible answer to the clouded areas. Damaged photos often suffer from layer separation especially if its been wet. The separated layers may cause a rippled effect. The white clouds are caused by the reflection of the copier's light source on rippled areas of separation. The area in the lower right corner may be something different.

@Eggy Excellent Idea on removing them!
