I'm getting started on learning how to colorize my family photos. 5 min into my first project I run into an issue and so here I am. Does anyone have some guidance on how I can reduce the "noise" or "graininess" and smooth out the picture that I have attached? I need to figure out how to do this before I can move forward with mending the reset of the photo in b/w and then adding color. Any suggestions are greatly appreciated.

You can use there Surface Blur, Reduce Noise in Noise filter. And when you will make it color then obviously you use pen tool and cut different part of image. Finally color with Color Balance.
 
Great! thank you. I've made some positive headway. I'm spending a lot of time cleaning up this image with the faith that the time spent will make the colorization all the better. Thanks again!
