Hello and welcome.
Unfortunately in reality and with Photoshop, you can't perform the miraculous TV transformations and clean up blurred out text. Ps can only work with the available pixel information in any given image.
Here's what we have.......
Blurred, pixelated, and blown out. Ps is not any more capable at guessing what this reads than you would be.
Sorry, there's just nothing that Ps can do to help in this situation.
