Help creating vector clouds in Photoshop

Hi all,

Im wanting to recreate a cloud vector from a stock image site. Unforutanly im rubbish with vectors and have no use making anything like this version. Could someone help or push me in the right directions.

All the pieces are done in layers. All you need is Elliptical Marquee tool to create circles and a couple sized brushes to make the raindrops.

If you have PS, download this file. It's not like the image you showed but it will give you an idea how its done.
