How can I make an orange burn effect like that in this image? What is this method called, and how can it be achieved?

This is achieved with the dodge tool.....

I've used it on the rest of the hair to demonstrate...

It didn't seem to work for me. The dodge kept creating a white color. I even changed the foreground to red like in your picture, but instead it didnt do anything except brighten the spots on the image.

You probably have it set to highlites. Select midtones with a 50% exposure at airgun. The trick with this tool is like handling it with baby gloves..... brush gently small segments at a time.
