how to generate this light effect

I am trying to replicate the attached effect and am wondering the best way to go about doing so. I need to make mocks of a Facebook game for this company so it should be a close as possible. Particularly, I need to generate the blurry circles and grainy-ish effect that is primarily seen on the orange background where the nav bars lies. I could, of course go circle by circle, but I feel like I've seen a filter to create these circles before. Any ideas? Thanks

any bubble brush will do the work imo, ie from here http://www.photoshopwebsite.com/photoshop-brushes/400-bubble-brushes-free-download/
you can blur them and/or try different blending modes to achieve the mentioned effect perfectly

Yes it is called bokeh, you can pick some up on some stock images website or you can find tutorials to make it ;-) Good luck
