What is it you want to know exactly, the name of the font or the effect applied on it?

I think it could be a combination of Ruthelss Wrekin1 and Ruthless Wrekin 2.

The N is not a match but all the other letters match these two fonts.

@IamSam covered the font issue.
To find the exact style that was used is nearly impossible, there are thousands of PS styles...
Just google 'photoshop chrome styles' and you'll see how much, most free, some not.
