Need help recreaing this smileys

I had been attempting to recreate this smileys. I just couldn't get the same effect. Mine looks all sad and stupid. Can any help me with it.

Well, LRG has already done the work for you, but next time, try changing the layer's opacity to around 50, make a layer underneath it, and trace using pen tool/brush tool.
