Oil paint filter and OpenCL are not supported in photoshop

Hello guys I am using adobe photoshop 2018. My photoshop did not support paint filter and OpenCL. My CPU configuration is

AMD Ryzen 5 3600 6-core processor
and my GPU is Nvidia GeForce Gt 710/PCIe/SSE2
Ram 8gb

What model of graphics card should i require in order to run the paint filter and OpenCL?
kindly Recommend a graphics card that is reasonably priced but also good.
