Retouch Polish my psd file

I made a logo for my bicycle team but it still has some blots on some layers that I can't remove without ruining the work. Does anyone help me polish everything?

And if possible also increase the resolution without losing quality, thank you

Not sure what you meant by blots so here is an enlarged version with the best quality I could achieve

here's another try ... couldn't figure out what font was used for "XIRA BIKE TEAM", so had to improvise.
