Photo Manipulation Turning a city into kinda cyberpunkish

I've created a few similar layers with the same style but different color, blue, green, yellow and red, and then simply drew around frames of the adds. I've also lowered saturation and brighteness of the original image and then restored it in the middle of ads' frames
