What’s the best way to get that glossy, bright, smooth texture finish on a design?

I’ve seen many finished designs that have a smooth, bright glossy texture at the end and I was wondering how to do that with my own.
Example: This AEW poster— How do I achieve that glossiness, bright and smooth texture.

What do you mean? The bottom of the picture? After the artist added the lights/special effects?
