Torrent sites have a good repository of brushes. While snowed in I downloaded 1.5 gigs of brushes from Demonoid. So many my Photoshop at home barely opens now...

Well, here is mine 2 cents.
On graphics-illustrations there are some 70+ free Photoshop brushes sets, which can be used in commercial projects too.
All this brushes are made by the owner of the site and all you need to do is to subscribe to their newsletter that comes out once a month.
