such effect? is it blur or something?

do you know maybe, what kind of effect can it be?
looks like blur for me, but not really sure of this.

I think the first photo is just good lighting and the sheen from the vail.

The second looks like it might be a softlight highlight blur. He may have chosen the highlights from one of the channels, most likely red. You can do that by ctrl/alt clicking on the red channel thumbnail. Then ctrl/alt J to put the highlights on a new layer, change the mode of the highlight layer to softlight and then fiddle with Gaussian blur, layer opacity and maybe a mask.
