Scott Kelby is a known PS Author. His would be the best bet... IMO....

Agree on Scott Kelby! Top notch guy.
If you can settle for video instead of books, Scott is running a site worth noticing = Kelby Training.
Lots of titles on different topics there and the best of the line of instructors in thier respective field of expertise.
And yes - you can buy books there as well.
Another great instructor is Chris Orwig = CS5 Portrait Retouching

Scott Kelby is really good and has fast techniques ( Also KElby Training has some really good videos). Also Chris Orig has some tutorial at Lynda.com
If you really want to do good retouching i would look at these resources. In order of importance:
Gry Garness
Natalia Taffarel
Guy Gowan
