Color effect- driving me crazy

Hey all! I have seen this in a lot of photos especially kids photos. The picture on the right show more of what I am talking about. See the vibrant greens and blues and oranges. Obviously those are not the originally colors of that background. I am trying to figure out how this is done. I can't find any tutorials except changing saturation which this case doesn't apply. Any help would be wonderful. T.I.A

just looks like a vibrance\ saturation adjustment layer to me and then mask out the model

You could also add a hue saturation adjustment layer to target each colour seperately but remember to mask out the model.
