Hi, firstly welcome to the forum, secondly, you would probably want a web design forum not a photoshop forum.
Although the best way IMHO is trial and error.

Hi, lol first of all CSS isn't of Dreamweaver. It's a Cascading Style-sheet. You should have knowledge of HTML first before even attempting CSS. Html stands for Hyper Text Markup Language. If you really want to start your journey on web-design. I would suggest you go here -> "www.w3schools.com". They offer a ton of knowledge on a variety of languages. Start with HTML though. CSS is very easy to learn so you fast master of css. In my opion photoshop is more difficult. Good luck Timy!

Plus if you open a new blank page and choose one of the html5 page type layouts, it will give you the option to start a new css for that blank page, so you will be able to change it to how you want it to look and then look at the css to see what is what.
