How do you make this effect?

I need to know how to create the effect I've found in this attachment. I just want to find out how the roughness is made, the scratches and the 'grubby fingeredness'. Does anyone know how its done? Is it a filter or brushed? Thanks for any help!

Dollars to doughnuts it's brushed, using special 'grunge' brushes.

Head on over to the "Photoshop Resources" board and rangle yersef up some a them thar brushes podray!
