Hi all the Gurus
I'm a new meber...i have a problem with one style of photo that one customer request me.
The picture is here attached.

I would do this by totally smoothing the skin to near perfect almost doll like then retexture skin using a skin texture brush.

make it quite high contrast with a slight desaturation then create some new layers to re add some of the colors in this case blue for the hat has been recoloured with a manual brush the lips and some color for the skin set these layers to color under blending modes and play with the hues and saturation til your pleased with the results.
