    How to make this???

    How do i do this i been trying so hard. But i cant seem to get it anybody wanna help me out??

    Are you wanting to do something specifically or just want to know how to do the whole thing?

    there are some steps to follow:

    create a new document and fill it with black color.
    now add your text in it using text tool.
    give an outer glow to the text with default color and click o.k.
    now create a new layer and with the same layer selected randomly paint over the text with different color using brush tool.

    now from filter menu select blur then click on Gaussian blur and give it Gaussian blur of 20 pixels.
    now turn the blending mode to color.
    merge the layers.
    to make the reflection of the text make duplicate of the layer and rotate it and position it to make reflection.
    now cut the extra text if you like.

    hope this will help you out.

    I partially agree, but there's no need to merge...you will loose the ability to change or create new text.
    To make the reflection, simply select the area, hide the background and do a Ctrl+shift+c. Then Ctrl+v and you'll get a copy to make the reflection.
