How Can I Make 3D Parallel Lines in Photoshop?
I'm a newbie on photoshop :(
How I can do this lines with tip?

Can you explain a bit more about what you are wanting...kind of vague (to me, at least).

Draw it with the pen tool then fill with color. If you want the fade on the end, use a layer mask with a B&W gradient.

If it were me, i would browse the net for some custom brushes to do this job that way you can always goto your brushes and do it again if need be without having to use the pen tool every time, maybe im wrong but that's what i would do...
Something like this (just an example) and of course there are a million different brushes out there that can achieve exactly what you are trying to do...

Hold down the shift key when using the brush tool and the line will be perfectly straight. Then hit Ctrl and 'T' at the same time to get in transform mode, next hold the mouse over the corner box you will see around your line and hold down Ctrl and left mouse button. This will let you alter the perspective. Here is an example of me doing it on this video at 1:20 into the video.
