extending graphic size with additional pictures overlapping in a collage

Hello!

I am working on a magazine ad for my small company. The ad dimensions are 3.125" high by 7" wide. I cropped the main picture to what I want it to be and set the resolution to 360 dpi per their requirements and 3.125" high. This leaves the width short (around 6 inches) which is fine - because I have other pictures I want to use as a collage on either side - these pics can overlap the main picture and also extend the whole graphical image to the required 7 inches. The only problem is, I don't know how to do it.

I know how to bring in the other pictures - each on their own layer, in the main picture file, but they stay stuck in the size of the background picture of the main picture I described above - I can't move the individual pictures around outside of the main picture size. Could anyone please give me some direction? I am using CS4. Thanks so much!

If I understand your question properly you want to decrease or alter the sizes of individual layers and move them around.
Use the transform tool (T) on each layer and make sure you click the little "link" icon between Height and Width boxes to maintain the H&W ratio.
This will let you reduce the size while keeping the relative dimensions the same.
Before you click OK move and rotate the image where you want it.

Remember that the layers on the top cover the layers below, so move the individual layers higher or lower in the layers pallet to get the desired effect.
