maybe try to google "photoshop flower brushes" or "photoshop floral brushes". you will see some similar brushes. for example 400+ Floral Brushes for Photoshop - Web Design Blog – DesignM.ag can be a good place to start.

u can create tha bcg many ways. get a nice color and put texture on it from some photo with rusty texture. or do it also with brushes ie from here: 150 Free Rust Brushes for Photoshop - Web Design Blog – DesignM.ag

Also i've added some glowing and coloration as you guys can see.
