    How to achieve this look

    I'm not a photoshop newby PER SE, but I need to achieve this look on a photo, and seriously not sure how to go about it. I have attached the picture of the overlay.

    If you can't see the overlay that I'm talking about. It's like a dotted effect.

    between the 2 buildings you can see the pattern , if you select a part you can "edit >> define pattern"

    than you make a new layer on top filled with pattern and set to "multiply"
