Need help figuring out this color effect

Does anyone know how to get the color effect shown in the background? I know those are not the actually colors of the paint and stuff. I see this a lot especially in children photos that are taken by brick walls or run down buildings or rusted stairs. I can't find any tutorial or figure it out. I have CS5. T.I.A

Looks like someone saturated the image on a copy layer, then added a layer mask and "painted" away the saturaton on the face.

Just a guess.

Here it is again. I don't think its saturation adjustment. I have looked for tutorials and everything under the sun and nothing.
 
It's just increasing the saturation :)

From adjustment layers, make a new Hue/Saturation layer.
Pump up the Saturation to 100.
Using the layer mask in the adjustment layer, paint over (with black) on the main element of the design.
 
Try making another layer and try the various blend modes. "hard mix" will sometimes give you the effect you're looking for, then play with the opacity to bring it down a bit and mask off areas you don't want to be quite so extreme.
