Photoshop CS6 Lost Layer Controls 32bpc

OK, straight into it. Whenever I convert an image to 32bpc. I lose all layer controls, photoshop will ask me whether I want to merge all layers when I switch modes, but no matter what I click on it is immediately followed by a second prompt: "Flatten layers?" with only 2 options: "OK" and "Cancel". Nobody else on the planet has seemed to have this problem according to my google search results. Please Help!!!

What does the first prompt say?

The first prompt asks if I want to merge the layers, just like the second prompt, except it gives me a "keep layers" option, even if I click the "keep layers" option, I immediately get a second prompt asking the same thing except my only options are, "flatten" and "cancel"

It also seems to automatically seems to automatically make it an hdri.
