I'm new to photoshop... thanks for any help
I'm trying to create the same or similar effect to the halo in the
background graphic of the joomla.org site
how might I go about it?

By halo, you mean the "cloud" around the top of the webpage?

There are some great specialty brushes free on the net that will create the kind of cool edges seen on this - try googling: photoshop exchange
also brusheasy.com
A way to do this without the fancy brushes is as follows:
make your background whatever solid color
Draw an oval with the selection tool, fill it with white (or color of your choice) (This should also create a new layer - you will want to be on a separate layer)
Then go to filters and choose blur > Gaussian blur and experiment with the slider. I use this also on masks to give a feathered soft edge.
