Need base settings for new site....

I am one of those lazy slogs that layer up a single image in Pshp and turn them into pages/sites with a old copy of Dreamweaver. Example: wetstuff.com I am starting a new site.. and wonder if my, typical, 1024x768 size is good for most people .. 72dpi? .. 8 or 16bit? I understand that I am probably missing out on many opportunities doing things this way, but I am incourageable - just want to make best out my system. Thanks.
