Learn how to paint. Some things require skills, not filters.

Anyway i retouched the picture.I think the best way to do it is, use Artrage or corel paint.
Artrage is so easy to paint using image tracing.

We can do in photoshop too but need sum xperience.

You can use polygon tool for this effect. to know more about photoshop effect there are number of videos Tutorial on "codervods.com" which is very helpful to you.
