Create new action and start recording
1-duplicate the layer
2-place it under the original layer
3-Ctrl+T "free transform" and move the duplicated layer to the direction you want with 95% H
4-change its color by saturation & Hue
5-Stop recording
6-choose the action then play it 8-10 times and here is the answer
