    Yeah a decent camera would be the start. When it comes to pictures, PS can't give it a makeover and still have good quality.

    Photo to cartoon?

    Lol just do a simple vector. Takes less then 20 seconds.. 1. Paste your Stock / Render. 2. Duplicate it. 3. Image > Adjustments > Threshold (Set to 128.) 4. Set that layer to 'Soft Light' 5. Filter > Stylize > Diffuse (Select the Anisotrophic button.) 6. Set the Opacity to your liking. 7. Done
