Placing Flash Below Div's

I working on a site that I've incorporated some vertical fly-out menu's. Two of the pages have flash galleries on the page. Well when you hover over the menu and the fly-out come out out the right, it goes under the flash gallery. I've tried setting z-indexes on the div's that contain each and no luck. Any suggestions?
