    What I did on my pics: The first one: -Clone stamp tool to remove car, people and weed on the walls. For the parts where there was too much weed to magically remove, I copied some other window or wall to put there that looked similar. -Lasso to select the roof parts and then played with the hue...

    Here is a boring remake, where I've only removed the people+the car, and the weed on the building. I've also colored the roof to a coppery green shade. I think I'll be starting at a more fun version now =)

    Random Google image. What you need to do is up contrast and saturation, until you reach your aproximate goal. Then you can go into the Filter options and add "sharpen edges", and then add noise and blur until you've reached the result you'd like. Did I come close to what you wanted?
