    Color effect- driving me crazy

    what color technique is this?

    I have seen this in a lot of action collections. There are a lot of places out there for actions. I use Pure Photoshop actions and Florabella. They have a lot of these type actions to give that milky soft look. Try The CoffeeShop Blog. They have free actions.

    Need help figuring out this color effect

    Does anyone know how to get the color effect shown in the background? I know those are not the actually colors of the paint and stuff. I see this a lot especially in children photos that are taken by brick walls or run down buildings or rusted stairs. I can't find any tutorial or figure it out...
