    I tried what you said and this is the best I could come up with. Not really sure if it looks like water though. I chromed it, used different layer effects, liquified it, and used the healing brush.

    I followed along with what I could of the PDF tutorial, tweaked it a little when I couldn't do a step, and came out with the first image. After a bit more tweaking and changing it to look more like a painting, I created the second picture, the final outcome.
