    Alternatively, try good old "Brightness/Contrast" under the "Image -> Adjustments" menu.

    It'd be difficult to get something that high quality without actually drawing it by hand. Your best bet is probably the "chalk and charcoal" filter under the "Filter -> Sketch" menu. Play around with the settings a bit.

    How to achieve this look?

    That's definitely a photograph. The shadow could be recreated using layer style effects (Google "drop shadow layer style"). The drawn look of the outline could be achieved using one of the "artistic" or "brush stroke" effects under the "filter" menu, but you'd still need to draw the initial outline.
