    Hmmm probably by using "noise" in a smart way and you might also want to mess around with the "M brushes" - hope this helps a little, I'm afraid it won't look exactly like it though! There might be tutorials for this, try googling a little :D

    Hmm I tried to take your pic and use Image -> Adjustments -> Hue/saturation (remember to click colorize) If you do this and mess around with the saturation and hue I'm sure you'll be able to change to the colour you need :)
