    Buying Photoshop, which version?

    Adobe offers 30 day trials of it's software... if you are on a fast connection or have access to one, that would be a good way to compare their programs. I haven't worked with Elements 5 but I know that the main focus of Elements is to simply improve the look of photos... not make creative...

    I'm not sure why you need GIF ... it's an almost useless format other than for certain web applications... but anyway, just chose "save for web" and on the right hand side you'll have format options where you can choose GIF from the drop down. Then you should be good to go. Welcome to PSG.

    Take the photo and duplicate it on a new layer. Desaturate that layer using hue/sat or your favorite grayscaling method. Add a layer mask to it and paint out the areas that you want in color on the mask so that the color layer below shows through. Welcome to PSG.

    Make sure the selection isn't feathered to begin with. Check the settings in the marquee tool also... and of course... don't use the "feather" function. ;)

    Gurus unite! Detailed thresholds?

    That pretty much looks like the threshold effect to me. One thing you could experiment with is make a duplicate layer, apply threshold... then do something like blurring it and then use blending modes to bring back some of the original so it's not so stark. To get it on the shirt like that...

    Computer crash

    Sounds like part of the back end system for Adobe got damaged. I would just remove PS and reinstall... good chance you can't restore it without simply installing again.

    First step in correcting this would be to make sure that you have color calibrated your monitor. Run Adobe Gamma or Colorsync and generate a calibrated profile. Then, make sure you are working in your documents with a standard color profile such as sRGB or AdobeRGB 1998. Try both of those...
